Duties Summary

Plans, directs, and coordinates the operations and activities of the mass transit program for the County of Hawai’i; oversees the agency’s field operations; develops and implements policies and procedures; and performs other related duties as required.

There is one (1) immediate permanent full-time vacancy with the Mass Transit Agency – Administrative Support Division in Hilo.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

  • Plans, directs, and coordinates the operations and activities of the Mass Transit Agency including the contracting of bus drivers, scheduling of bus routes, and the maintenance of buses.
  • Develops and implements departmental and operational policies, standards, and procedures; ensures that State motor carrier safety requirements and County safety programs are enforced.
  • Develops and implements long range plans for the County’s mass transit program; conducts surveys and compiles data on service and bus routes; monitors and changes routes for program effectiveness and efficiency.
  • Develops and oversees a preventive maintenance program for all buses; prepares specifications for new vehicle purchases; maintains an inventory of parts and supplies for the buses.
  • Prepares and justifies the department’s annual budget; monitors bus fare collections and other revenues; oversees expenditures and the department’s materials and equipment requirements.
  • Determines requirements for procurement of bus driver services; reviews bid submittals and recommends selection of contractor; monitors and reviews contractor’s performance.
  • Investigates and resolves transit problems and public complaints.
  • Oversees all personnel matters including staffing and organizational needs; assigns, trains, evaluates work of, and disciplines employees.
  • Researches and prepares proposals for grants; administers and monitors the use of Federal and State grants.
  • Develops and implements promotional marketing efforts to increase ridership and generate additional revenues; provides program information to the public on routes, schedules, and other services.
  • Coordinates program activities with other transportation agencies within the public and private sector.
  • Serves as the chief administrator for the County Transportation Commission; recommends approval of license applications; conducts investigations and resolves complaints and issues relating to the taxi industry.
  • Represents the County at meetings and conferences with other government agencies, the County Council, State Legislature, community groups, and individuals regarding mass transit matters.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience:
A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
  • four (4) years of professional work experience in planning and coordinating activities for a mass transit program, of which
  • one (1) year shall have been in an administrative or supervisory capacity, and
  • possession of a valid State of Hawai’i driver’s license (Class 3) or any other valid comparable driver’s license at the time of filing. (You will be required to submit your valid driver’s license at the time of hire).

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant’s training, education and experience as presented in the application.
